From May 17 to May 22, 2024, the 8th “National Faculty Training Program on Health Care Education,” the Seminar on International Group Standards Development and Training Base Construction for Health Care, and the Preparatory Meeting of the Health Care Professional Committee were successfully held at the BRICS Academy of Skills Development and Technology Innovation (Xiamen).
The event was co-hosted by the International Alliance of Skills Development for Belt & Road and BRICS, the BRICS Skills Standardization Working Committee, and the BRICS Academy of Skills Development and Technology Innovation (Xiamen). The Nursing Education Professional Committee of the Chinese Research Hospital Association served as the main organizer of the training program. Over 100 representatives from hospitals, universities, vocational colleges, elderly care institutions, and enterprises across 19 provinces and cities in China attended the event.
Dr. Liu Zhenying, Chair of the Chinese Working Group on Skills Development, Applied Technology and Innovation of the BRICS Business Council, President of the International Alliance of Skills Development for Belt & Road and BRICS, and President of the BRICS Academy of Skills Development and Technology Innovation (Xiamen), attended the event and delivered an opening address.
Yang Wanhai, Deputy Secretary-General of the Chinese Research Hospital Association, also delivered a speech.
During the event, Dr. Liu Zhenying gave a keynote presentation titled “Outcome-Oriented Design for BRICS+ to Support Chinese Enterprises and Vocational Education Going Global.”
Professor Wang Shefen, Chair of the Nursing Education Professional Committee of the Chinese Research Hospital Association, presented on “The Relationship Between the New National Occupation of Health Care Worker and Long-Term Care Workers, and Interpretation of Standards.”
The training course featured lectures from 22 renowned experts from both academia and clinical institutions. Topics covered included:
l "National Skills Certification of Health Care Workers" and its grading system by Yang Wanhai and Wang Shefen,
l "National Occupational Standards, Training Packages, and Career Development of Health Care Workers,"
l "Application of National Training Packages in Teaching,"
which gave trainees a refreshed and deeper understanding of the health care occupation, national skill standards, and training norms.
Professor Zhou Yan, a WorldSkills and ChinaSkills expert and an independent reviewer with the JCI (Joint Commission International), presented on "Health and Social Care Competitions: Domestic and International Landscapes."
Dr. Liu Zhenying also introduced the plan for the development of international group standards and training base construction for nursing and health care, and presented certificates to experts of the 2024 BRICS Skills Development and Technology Innovation Competition.
Professor Zhou Yan (Chief Expert of the Health Care Skills Competition - Elderly Care Direction), Professor Liu Zeyang (Lead Expert), and Professor Tang Ying (Deputy Lead Expert) provided training on competition procedures and judging.
Bai Li, Secretary-General of the Preparatory Committee of the Health Care Professional Committee of the International Alliance of Skills Development for Belt & Road and BRICS, officially announced the committee’s establishment.
Key preparatory committee members include:
l Professor Liu Zeyang, Secretary-General of the Nursing Education Professional Committee, Chief Expert of the National Elderly Care Skills Competition, Chief Judge of the 1st China National Skills Competition (Health Care),
l Professor Wang Shefen, Chair of the Nursing Education Professional Committee, Chief Developer of the National Occupational Standard and Training Package for Health Care Workers, and Editor-in-Chief of the National Certification Training Manual,
l Professor Xue Yazhuo, postgraduate advisor at Shandong University Medical School and lead expert of nursing skills competitions at the 2022–2023 China National Vocational Student Skills Competitions,
l Professor Zhou Yan, head of the Chinese expert team for the 45th and 46th WorldSkills health and social care events, and Chief Judge for the 2021 Ministry of Education National Health & Social Care Competition,
l Professor Tang Ying, head of the Embedded Elderly Care Research Academy of Changsha Social Work Vocational College and expert in various national skills competitions organized by the Ministry of Civil Affairs and the Ministry of Education.
The meeting was supported by enterprises such as Beijing Yimo Technology Co., Ltd. (Chairman: Liang Tianhao, General Manager: Cao Zhongtao), Xiamen Cube Realm Technology Co., Ltd. (General Manager: Chen Qiang), Beijing Huirui International Technology Development Co., Ltd. (General Manager: Lu Wei), Chongqing Lingbei Digital Medical Technology Co., Ltd., Shanghai Zhongmao Medical Technology Co., Ltd., Hunan Jinzhiyue Maternity and Infant Nursing Co., Ltd., and Shandong Zezhong Electronic Technology Co., Ltd. Lu Wei also served as Executive Deputy Secretary-General and presided over the committee plenary session.
Discussions were held on the committee’s organizational structure and key tasks. Experts and corporate representatives provided valuable input on standard development, competitions, training, international cooperation, and more. Follow-up work will include further refinement of members’ responsibilities.
Wu Jianfeng, Head of Standardization at the BRICS Academy (Xiamen), presented on the work of the BRICS Skills and Technology Standardization Working Committee of the BRICS Business Council (China) since its founding in late 2022, and discussed standardization policy changes in China. He explored with experts the pathway for standard-setting based on BRICS competitions, to promote the transformation of competition results into practical applications and advance mutual recognition of group standards across BRICS countries.
Wu Xiuchun, also from the BRICS Academy (Xiamen), introduced the background, goals, eligibility, work scope, and application process for the BRICS Future Skills and Talent International Training Base.
The Professional Committees under the International Alliance of Skills Development for Belt & Road and BRICS will work with enterprises, educational institutions, and industry bodies to:
l advance technical skills research and group standard development in nursing and health care,
l build future skills and cultural exchange training bases,
l promote competitions, training, and certification,
l host international forums and strengthen international collaboration, contributing to the “Double High-Level” university construction initiative.
The committee aims to integrate domestic and international industry-education resources, establish an international cooperation platform between higher education, vocational institutions, and enterprises, jointly develop cross-border teaching resource platforms and international joint labs, and build overseas vocational training bases. This will support Chinese institutions and enterprises to “go global” and jointly train internationally skilled talent.
The committee will also support the development of:
l high-quality open curriculum resources,
l foreign-language or bilingual instruction courses,
l fully English-taught programs for international students,
l overseas vocational training, research visits, and forums.
The Inaugural Conference of the Health Care Professional Committee is expected to be held in Xiamen in mid-August, during which subcommittees will be established, including:
l Elderly Care,
l Infant and Child Care,
l Traditional Chinese Medicine,
l Child Rehabilitation,
l Aesthetic Nursing,
l Smart Elderly Care,
l Operation and Service Management of Elderly Care Institutions,
l Virtual Reality Education.
Interpretation of medical and health competition rules will also be conducted, with live Q&A sessions. Experts in medical and health fields are welcome to join, embracing the values of openness, inclusiveness, cooperation, and mutual benefit. Together, we will contribute to the internationalization of vocational education, enhancement of faculty capacity, and innovation of vocational education through modern information technology.
