From September 20th to 22nd, the BRICS Auditorium of Skills Development and Technology Innovation—Forum on Teacher Capacity Enhancement and International Adjudication Competency Training under the Background of Vocational Education Internationalization and High-Quality Development was successfully held at the BRICS Academy of Skills Development and Technology Innovation(Xiamen). Over 100 participants attended, including faculty members from 66 vocational colleges across China, representatives from 8 enterprises, and members of the expert panel.
Dr. Liu Zhenying, President of the International Alliance of Skills Development for Belt & Road and BRICS, Director of the Belt & Road and BRICS Skills Development and Technology Innovation Training Center under the China Association for Science and Technology, Chair of China Chapter of BRICS Business Council Skills Development, Applied Technology and Innovation Working Group, and President of BRICS Academy of Skills Development and Technology Innovation (Xiamen), attended the opening ceremony and delivered a speech titled "BRICS+ Outcome Design Assisting Chinese Enterprises and Vocational Education in Going Global." He stated that the core of BRICS+ outcome design lies in advancing pragmatic international projects across multiple dimensions to promote "education following industrial output" and "school-enterprise collaboration," thereby supporting Chinese enterprises in their global expansion. This initiative aims to assist leading industry players in providing overseas personnel with academic education and skills training, cultivating international talents and local skilled workers urgently needed by Chinese enterprises, and establishing a distinctive "vocational education going global" brand with Chinese characteristics. It serves international production capacity cooperation, contributes to advancing international integration of industry and education, and enhances the global influence of China's vocational education.
At the meeting, Professor Liu Chen, former Director of the Academic Department at the National Health Commission's Capacity Building and Continuing Education Center, and Mr. Chen Xiaoxi, an expert from the WorldSkills China (Tianjin) Research Center, delivered reports on topics including the enhancement of international literacy and technical skills for vocational college teachers, as well as the standards and norms of WorldSkills.
The practical module of the Belt & Road and BRICS Competition of Skills Development and Technology Innovation adopts a "judging and teaching integrated" approach to officiating. Instructors or coaches from each participating team officiate on a unified platform. This officiating method fully embodies the principles of openness, fairness, and impartiality, contributing to the enhancement of skills among instructors or coaches from all participating teams, thereby promoting the development and improvement of technical standards across various competition events.
To strengthen the construction of the referee team and further enhance the professional skills and "referee-instructor integration" adjudication level of referees, this conference invited experts and technical personnel such as Mr. Liu Zhihong, the gold medal coach of the Kazan Future Skills Competition, and Professor Liu Yongli from Jiangsu Vocational College of Electronics and Information Technology. They provided group guidance and practical training for participating instructors in various fields, including VR design, the metaverse, digital twins, new energy vehicles, and industrial robotics, covering the requirements and precautions for the "referee-instructor integration" adjudication method, scoring criteria, and other relevant content.
2024 , the 8th Belt & Road and BRICS Competition of Skills Development and Technology Innovation(partial events) pre-competition briefing was held concurrently. The conference invited multiple event expert leaders, including Professor Deng Sanpeng from Tianjin University of Technology and Education and Director Pan Changchun from the Intelligent Manufacturing and Virtual Simulation Center of Zhejiang University, to provide detailed interpretations of 12 competition events, such as artificial intelligence training and application, power system automation and new energy technology, and digital pharmaceutical production. Participants gained insights into the competition's adjudication standards and operational procedures through both offline and online meetings, laying a solid foundation for the organization and preparation of the events.
The conference has established a crucial exchange platform for the internationalization of vocational education, enhancing teachers' technical skills and international judging competencies to facilitate the high-quality development and global integration of China's vocational education. It was co-organized by the the International Alliance of Skills Development for Belt & Road and BRICS and the Belt & Road and BRICS Skills Development and Technology Innovation Training Center (a project under the China Association for Science and Technology's "Belt and Road" International Science and Technology Organization Cooperation Platform). The event was hosted by the BRICS Academy of Skills Development and Technology Innovation (Xiamen) and the Beijing Qixueyan Education Technology Research Institute.
