On March 29, Dai Gang, Director of the Department of International Cooperation of the Ministry of Science and Technology, and Li Pei, a second-level investigator, came to our institute for research. Mr. Hong Liang, Deputy Director of Xiamen BRICS Office, Mr. Cao Weimin, Deputy Director of Xiamen Science and Technology Bureau, Mr. Wu Zhiwei, Director of Xiamen Science and Technology Bureau, and Mr. Huang Rong, Deputy general manager of Xiamen Information Group Co., LTD., accompanied the investigation.
Accompanied by Dr. Liu Zhenying, President of the Academy, Mr. Dai Gang and other guests listened to the basic introduction of the Institute, visited the Future Technology Exhibition and Experience Center of the Institute and the BRICS Lecture Hall, and watched the video clip of the "2022 BRICS Vocational Skills Competition" hosted by the Academy.
President Liu Zhenying made a work report to Director Dai Gang and his entourage. He said that over the past year since the establishment of the Institute, it has actively implemented the five outcome designs of the BRICS Business Council and provided support services: participating in the establishment of the BRICS Skills Standardization Working Committee, becoming the secretariat unit of the Xiamen BRICS Technology and Skills Standardization Technical Committee, and carrying out the development of international group standards and curricula development around the future technology and skills; actively promoting the construction of international training bases for future technology and skills. 84 training bases have been established in China; establish a long-term mechanism of BRICS Skills Development and Technology Innovation Lecture Hall, which has successfully carried out 4 international forums/seminars; and successfully organize the 2022 BRICS Vocational Skills Competition and Xiamen International Tournament of Skills Development and Technology Innovation. At the same time, it is especially mentioned that as the construction unit of the "Belt and Road" and BRICS Skill Development and Technological Innovation Training Center of China Association for Science and Technology, the Institute has actively implemented international technical exchanges and talent training under the framework of the Training Center, conducted online distance training camps, carried out curriculum development and standard setting, and organized BRICS competitions, etc. In August last year, the Institute became a member of the China Invention Association's industrial skills development and technological innovation training center. In August last year, the institute became the affiliated unit of Industrial Internet Technology Innovation Branch of China Invention Association, and the relevant work has been practically promoted under the guidance of the Association.
Director General Dai Gang listened carefully to the work report and fully affirmed the achievements of the Academy. He encouraged the Institute to continue to give full play to its advantages, integrate resources, actively promote the development and innovation of technology and skills among BRICS countries, help the transformation and upgrading of traditional skills, deepen exchanges and cooperation between BRICS countries, play the role of a think tank for technology and skills development, and offer suggestions for the development of technology and skills in BRICS countries.
Work effectiveness of the Academy
01、Technical skills research, development and standard formulation
The Academy organized research on emerging and transformational skills for the next decade, focusing on seven modules: manufacturing engineering technology; engineering and construction technology and infrastructure; transport and logistics; social and personal services; information and communications technology, digital technology; creative arts, design and fashion; and agriculture and ecology.
Under the framework of the BRICS Business Council's Working Group on Skills Development, the BRICS Working Committee on Skills Standardization will be established to promote curriculum development and group standards, implement the Passport to Skills program, and promote the formation of a BRICS skills certification system. In the BRICS Skills Competition to be held in 2022, experts and scholars from BRICS countries were organized to complete the preliminary draft of international group competition standards for 28 competitions.
In the same year, under the guidance and support of Xiamen Municipal Market Supervision Administration, the Xiamen BRICS Technology and Skills Standardization Technical Committee was set up based on the BRICS Skills Standardization Working Committee to promote the development of local standardization work.
02、Internationalized technical and skilled personnel training, talent platform construction
Training by competition, and holding the BRICS Skills Competition, the Belt and Road and BRICS Skills Development and Technological Innovation Competition, organizing the Future Skills Remote Training Camp, and improving the mechanism of combining remote competitions and training, a total of 4,000 people will be trained in the BRICS Competition to be held in FY2022, and the length of the training will reach 335 hours.
At the same time, the Academy continues to implement the outcome design proposed by the BRICS Business Council Skills Development Working Group, establishing a BRICS Future Skills Training Base shared by the BRICS countries, providing support for software and hardware equipment; relying on the training base, organizing training camps in the mode of combining online and offline to carry out joint training; and organizing distance competitions by using the training base as a venue for distributed competitions. By the end of 2022, a total of 84 base programs had been established, and it is expected that the scale of the bases will be expanded to about 150 in 2023.
03、International cooperative research, technology exchange
It regularly organizes BRICS skills development and technological innovation distance lectures to conduct theoretical and technical seminars and skills training on the themes of intelligent manufacturing technology skills centered on Industry 4.0, artificial intelligence, digital technology skills and future technology skills. Up to now, four sessions of BRIC Auditorium have been successfully held, with the following themes: "Big Data Helps Precision Epidemic Prevention and Talent Cultivation" "Virtual Simulation Technology and Its Application" "International Fishery Skill Development " "Industrial Internet and Digital Transformation of Manufacturing Industry".
May 11-16 this year, the 38th Asian Welding Federation Council and Committee Work Conference will be held in Xiamen, during the same period will be on May 14, in the form of BRICS Lecture Hall held in our institute "intelligent welding and additive manufacturing technology forum".
04、Transformation, incubation and exhibition of research results
The Innovation Achievement Incubation Center will be set up to provide software and hardware environmental support and services for entrepreneurs, winners of BRICS competitions and young creators in BRICS countries; the Future Technology Exhibition and Experience Center will be set up to promote domestic advanced technology products to BRICS countries.
In 2022, China Association for Science and Technology "One Belt and One Road" and BRICS Skill Development and Technology Innovation Training Center and China Invention Association Industrial Internet Technology Innovation Branch will be set up in our academy. Relying on the above resources, we will realize the combination of production, competition, learning and research through the transformation and incubation of technology and skill achievements, and push forward the research and development of key technology applications and the settlement of outstanding projects in Xiamen.
In the same year, the hospital and the First Affiliated Hospital of Xiamen University set up the Belt and Road and BRICS Digital Medicine Research Center, focusing on the research of digital medicine in the Belt and Road and BRICS countries, the development of international group standards, the training of international technical and skilled personnel in digital medicine, and the transformation and incubation of research results.
05、Technical skills consulting services
The BRICS Resource Service Center was set up to help enterprises and institutions in BRICS and other emerging markets and developing countries to "go out" and "bring in". This year, the academy will organize an international delegation to visit and research in BRICS countries to provide professional consulting services and build a platform for exchange and cooperation for domestic and foreign enterprises and institutions.
