President Liu Zhenying attended the symposium on standardization development held by the China Association of Inventions and delivered a keynote report on standardization

On June 2, 2023, the Symposium on Standardization Development organized by the China Association of Inventions was held at the member unit Zhihui Hutong Technology Co., Ltd. Dr. Liu Zhenying, President of our Academy, Deputy Secretary-General and Executive Director of the China Association of Inventions, and President of the Industrial Internet Innovation Branch of the Association, participated in the symposium and delivered a speech online.

The symposium was chaired by Yu Huarong, Party Secretary, Executive Vice Chairman, and Secretary-General of the China Association of Inventions. Also attending the symposium—both in person and online—were Tang Dali and He Zhenfu, Deputy Party Secretaries and Vice Chairmen of the Association; Yan Jun, Vice Chairman of the Association, President of the Intelligent Transportation Branch, and Chairman of Zhihui Hutong; along with dozens of experts and scholars from the Association’s branches, the National Technical Committee for Machinery Safety Standardization, and the China National Institute of Standardization. Participants conducted in-depth discussions on the current development of domestic group standards, clarifying the Association’s strategic direction and priorities in strengthening standardization efforts.

Secretary Yu Huarong emphasized that technological invention and innovation are inseparable from the development of technical standards. In the promotion and application of major original and innovative technologies, the establishment of standards has become an international norm. The Association has long been considering how to enhance its standardization work. To better understand the needs of member units and incorporate expert advice, and to thoroughly implement the principles and requirements of national documents such as the Reform Plan for Deepening Standardization Work, the Standardization Law, the Regulations on the Administration of Group Standards, and the National Standardization Development Outline, the Association convened this expert symposium. The goal is to give full play to the role of social organizations, use standardization as a key tool to guide industry innovation, and promote high-quality development across the sector.

Dr. Liu Zhenying introduced the achievements our Academy has made in the development of group standards among BRICS countries. He also shared the Opinions on Promoting the Standardized and High-Quality Development of Group Standards, jointly issued in January 2022 by 17 departments including the State Administration for Market Regulation and the Ministry of Science and Technology. This document clearly highlights the significance of developing group standards.

Additionally, Dr. Liu presented our Academy's progress in promoting standardization within the BRICS framework, and announced plans for standardization work in 2023 in areas such as machine learning and big data, industrial design technology, industrial Internet of Things, robotics system integration, blockchain-based solutions, Building Information Modeling (BIM), and additive manufacturing.

Experts at the symposium noted that the goal of China’s standardization reform is to shift from a system primarily supplied by the government to a new standardization system composed of both government-led and market-driven standards. Group standards, collaboratively developed by social organizations and market entities, have shown rapid development since they were first proposed by the State Council in 2015. Today, with growing maturity and increasing regulatory clarity, group standards are attracting widespread attention. Enterprise participation in the development of such standards is becoming more meaningful and active.

During the symposium, the Intelligent Road Network Artificial Intelligence Research Institute introduced its standardization efforts in smart road network technologies and its future development plans. As a member unit of the China Association of Inventions, the Institute expressed its commitment to supporting the Association’s efforts to accelerate the advancement of standardization. 

Li Longkai, a director of the China Association of Inventions and Chairman of Shida New Materials (Shenzhen) Co., Ltd., also shared the company’s practices and explorations in participating in standard development in the new materials field.

As experts in standardization, Zhu Bin—Supervisor of the China Association of Inventions and Deputy Director of the National Technical Committee for Machinery Safety Standardization—and Liu Ying—Researcher at the China National Institute of Standardization—provided detailed briefings on the current progress of national and group standard development in China and expressed strong support for the Association’s work in this field.

Secretary Yu Huarong laid out plans for the Association’s next steps in standardization, emphasizing the need to enhance understanding of domestic and international laws, regulations, and rules related to standardization. He called for improved mechanisms within the Association, with a focus on fields that are highly market-driven, technologically innovative, and rich in product-related standards, to serve as models and leaders. He expressed hope that the Association could play a pioneering and forward-looking role in the field of standard development, encouraging its member units and branches to actively engage in standardization, thereby promoting technological progress in enterprises.

Vice Chairmen Tang Dali, He Zhenfu, and Yan Jun also shared their expectations for the Association’s standardization work and expressed hope for accelerated development through collective efforts.

Other attendees of the symposium included: Guo Yan, Director of the International Department of the China Association of Inventions; Han Bing, Director of the Exhibition Department; Zhu Hanfu, Director of the Organization and Publicity Department; Song Lisi, Deputy Director; Cheng Xiangnan, Assistant; Zhang Juhua, Secretary of the Party Branch of Zhihui Hutong and Secretary-General of the Intelligent Transportation Branch; Jiang Jie, President of the Intelligent Road Network Research Institute; Ma Jianhong, Researcher; Wu Jianfeng, Head of the Standards Division at the BRICS Academy of Skills Development and Technology Innovation (Xiamen); Ma Huiyu, Project Officer and Secretary-General of the BRICS Technical and Skills Standardization Committee in Xiamen; Du Hongjie, International Project Manager of the BRICS Business Council Skills Development Working Group and expert in standardization; Zhang Li, Standardization Expert and Technical R&D Director of Beijing Arc New Technology Co., Ltd.; Cheng Shuai, Business Manager of the International Department; and Xiao Lijun from the Secretariat of the International Alliance of Skills Development for Belt& Road and BRICS.
