On March 25-26, 2023, the 1st Executive Council and 1st Committee Meeting of the Digital Intelligence and Finance Working Committee of the Belt and Road and BRICS International Alliance for Skills Development (hereinafter referred to as "the Committee") was held in Nanjing, Jiangsu Province. In Director Liu Zhenying's report and speech, he first introduced the BRICS Business Council Skills Group, the Belt and Road and BRICS International Alliance for Skills Development, the BRICS Business Council's Skills Development Outcome Design for 2017-2022, and the continuation of the BRICS Skills Development and Technological Innovation Competition by Competition instead of Training.
According to him, the Belt and Road and BRICS International Alliance for Skills Development is an important outcome endorsed by the Preparatory Committee for the BRICS Supreme Leaders' Meeting in 2017, filed with the Ministry of Foreign Affairs of the People's Republic of China, and approved by the BRICS Business Council, with more than 1,560 member organizations at present. Under the alliance, the Creators Alliance, the Digital Intelligence and Finance Working Committee and the Transportation Vocational Education and Skills Development Working Committee have also been established.
Dr. Liu introduced in detail the five outcome designs proposed by the Chinese Skills Group during China's presidency of the BRICS in 2022, which mainly include: setting up the BRICS Skills Standardization Working Committee to formulate vocational skills standards and issue skills certificates; carrying out cooperation with BRICS Future Skills Training Bases to cultivate skills talents; establishing the BRICS Distance Lecture Hall on Skills Development and Technological Innovation to carry out theoretical and technical seminars and skills training; building the Xiamen BRICS Institute for Future Skills Development and Technological Innovation, implementing the design of the BRICS Skills Group and providing support services; and conducting the BRICS Vocational Skills Competition and the Skills Development and Technological Innovation Competition. These five outcome designs have been written into the 2022 BRICS Business Council Annual Report and presented to the top leaders of the five countries.
In 2023, the Alliance and the BRICS Skills Group are focusing on international project cooperation to implement these five outcomes one by one. Dr. Liu welcomed faculty and students to learn about and participate in the internationalization projects corresponding to the above five outcome designs, especially the concrete actions in the development of future skills curricula and the development of international group standards. He asked member institutions to make good use of the international and domestic resources of the Committee's platform, to work under the framework of the Alliance, to further enrich the connotation of the Alliance with concrete projects and outcomes, and to run the most distinctive and dynamic branch of the Alliance.
