On March 25-26, 2023, the 1st Executive Council and 1st Committee Meeting of the Digital Intelligence and Finance Working Committee of the Belt and Road and BRICS International Alliance for Skills Development (hereinafter referred to as "the Committee") was held in Nanjing, Jiangsu Province. More than 180 people attended the meeting, including Liu Zhenying and Xue Xinghua, the directors of the Committee, Qi Guijie and Zhao Lisheng, the executive directors, councilors, members and representatives, etc. The presidents, deans, directors of academic affairs, professional teachers and participants from more than 110 universities and colleges focused on the theme of "China's Standard and International Leadership: Promoting the Internationalization of Colleges and Universities" and made presentations, exchanges of achievements, and discussions on the topic. In Director Liu Zhenying's report and speech, he first introduced the BRICS Business Council Skills Group, the Belt and Road and BRICS International Alliance for Skills Development, the BRICS Business Council's Skills Development Outcome Design for 2017-2022, and the continuation of the BRICS Skills Development and Technological Innovation Competition by Competition instead of Training.
According to him, the Belt and Road and BRICS International Alliance for Skills Development is an important outcome endorsed by the Preparatory Committee for the BRICS Supreme Leaders' Meeting in 2017, filed with the Ministry of Foreign Affairs of the People's Republic of China, and approved by the BRICS Business Council, with more than 1,560 member organizations at present. Under the alliance, the Creators Alliance, the Digital Intelligence and Finance Working Committee and the Transportation Vocational Education and Skills Development Working Committee have also been established.
Dr. Liu introduced in detail the five outcome designs proposed by the Chinese Skills Group during China's presidency of the BRICS in 2022, which mainly include: setting up the BRICS Skills Standardization Working Committee to formulate vocational skills standards and issue skills certificates; carrying out cooperation with BRICS Future Skills Training Bases to cultivate skills talents; establishing the BRICS Distance Lecture Hall on Skills Development and Technological Innovation to carry out theoretical and technical seminars and skills training; building the Xiamen BRICS Institute for Future Skills Development and Technological Innovation, implementing the design of the BRICS Skills Group and providing support services; and conducting the BRICS Vocational Skills Competition and the Skills Development and Technological Innovation Competition. These five outcome designs have been written into the 2022 BRICS Business Council Annual Report and presented to the top leaders of the five countries.
In 2023, the Alliance and the BRICS Skills Group are focusing on international project cooperation to implement these five outcomes one by one. Dr. Liu welcomed faculty and students to learn about and participate in the internationalization projects corresponding to the above five outcome designs, especially the concrete actions in the development of future skills curricula and the development of international group standards. He asked member institutions to make good use of the international and domestic resources of the Committee's platform, to work under the framework of the Alliance, to further enrich the connotation of the Alliance with concrete projects and outcomes, and to run the most distinctive and dynamic branch of the Alliance.
Finally, he also emphasized that the committee should have a big pattern and a big sentiment, and integrate the little work into the grand blueprint of great country diplomacy and Chinese rejuvenation, so that the financial talents can add bricks and mortar to the rise of the great country as the participants and leaders in the construction of the Belt and Road!

President Qi Guijie's report systematically summarized the exploration and achievements of internationalization of Shandong University and Shandong University Business School, which inspired the members deeply. In recent years, Shandong University has formulated the internationalization route of "based on Japan and Korea, highlighting Australia, developing Europe and the United States, and exploring the Belt and Road countries", and has invested a large amount of resources and achieved remarkable results in the internationalization of cooperation networks, internationalization of talents, internationalization of scientific research cooperation platforms and projects, as well as major international cooperation of talents. Prof. Zhang Baozhong shared the characteristics of Zhejiang Commercial Vocational School in "going out" with the title of "Exploration and practice of "going out" of vocational education based on culture and skills". Based on the advantages of business and vocational education, the university builds internationalized school-running resources, explores the path of internationalized school-running, serves the construction of "Belt and Road", and promotes Chinese language education for international students based on "Chinese language+vocational skills" by opening overseas Chinese cooking skills training courses, cooperating in the construction of the Spanish Chinese Cuisine College, and promoting the Chinese language education for international students based on "Chinese language+vocational skills". This conference released the Commission's Statute, which was considered and adopted by the Commission's First Standing Council. At the meeting, on behalf of the Committee, Ms. Zhao Shan, Executive Vice Chairman and Secretary General of the Committee and General Manager of Caixin Future (Beijing) Education Technology Co., Ltd. released the 2023 work plan, the key work promotion plan and the design of rights and interests of the Committee's members, and at the same time initiated the pre-enrollment of 8 internationalization achievement construction projects.
The eight programs launched under the framework of the Belt and Road and BRICS International Alliance for Skills Development include standards development, teaching materials development, school-in-school factory projects, future technical skills base construction, skills competitions, horizontal education projects, BRICS Lecture Hall international exchanges, and elite teacher training programs, etc. These programs are designed around the internationalization of the institutions and are rich in content and pragmatic, and they can help build the internationalization achievements of the institutions at different levels and through different channels.
